I think it will rather throttle the CPU/GPU down to try to use passive but I'm sure if things get hot it will still start the fan.

    Passive cooling utilizes natural conduction, convection, and radiation to cool a component. Active cooling requires the use of energy specifically dedicated to cooling the component. In addition, the energy demand of buildings has increased rapidly due to both the improvement of living standards and the globalisation of modern architecture.
